The EFFINALP study investigates the economic impact of incentivising instruments on various regions and economic sectors. The introduction of an ACE would only have a minor economic impact. The average burden for transport-intensive sectors would amount to only 0.3% of Gross Value Added (GVA). According to the study, the economic impact could be alleviated if the rail infrastructure was upgraded and pro-rail measures were adopted.
